1. Authority Hierarchy (Non-Negotiable)

Until verification is finalized:

  1. PDD v2.8 (authoritative project description and quantification basis)
  2. ISO 14064-3 validation materials (completed)
  3. ISO 14064-2 verification proposal and engagement scope (in process)
  4. All summaries, explanations, and website drafts (non-authoritative)

No public or private statement may outrun this hierarchy.

 

2. Core Project Description (Approved — Verbatim Preferred)

Approved:

The project is an emissions avoidance initiative based on the permanent non-extraction of hydrocarbons from a defined oil field. Avoided greenhouse gas emissions are quantified ex-ante over a 400-year crediting period, reflecting the modeled life of the reserve under a business-as-usual production scenario. The project has completed independent validation under ISO 14064-3, and ISO 14064-2 verification is currently in process. No avoided emissions are represented as verified at this time.

This paragraph may be used without modification.

 

3. Verification Status Claims (Highest Sensitivity)

Approved (Safe to Use Now)

  • “ISO 14064-2 verification is in process.”
  • “An independent third-party verifier has been engaged to conduct ISO 14064-2 verification.”
  • “Verification activities are underway in accordance with ISO 14064-3 requirements.”
  • “No final verification statement has yet been issued.”
  • “Avoided emissions are pre-verification.”

These statements are fully consistent with the Dillon proposal, which explicitly defines the engagement as a verification assignment with a future verification opinion and report .

Conditionally Approved (Must Include Status Qualifier)

The following phrases may be used only if immediately qualified:

  • “Third-party review”
  • “Independent assurance”
  • “Reasonable assurance engagement”

Required qualifier example:

“…with ISO 14064-2 verification currently in process and no final verification opinion yet issued.”

Prohibited Until Final Verification Is Issued

Do not use:

  • “ISO 14064-2 verified”
  • “Verified emissions”
  • “Third-party verified reductions”
  • “Verification complete”
  • “Issued emissions”
  • “Assured emissions quantities”

These are explicitly inconsistent with the proposal, which makes clear that the verification opinion is issued only after completion of verification activities, peer review, and final reporting .

 

4. Scope of Verification (Must Be Accurate)

Approved

  • “The ISO 14064-2 verification engagement covers Scope 1, Scope 2, and Scope 3 emissions.”
  • “Verification is conducted at a reasonable level of assurance.”
  • “Verification applies to ex-post avoided emissions since forbearance, modeled over a 400-year production cycle.”
  • “Materiality thresholds are defined and applied in accordance with the verification plan.”

These statements reflect the explicit scope and assurance level set out in the proposal (Tables 1–2; materiality section).

Prohibited

  • Any claim that verification covers:
    • future performance,
    • market-wide impacts, or
    • ongoing annual emissions measurement.

 

5. Audit, Review & Ongoing Assurance Language

Approved

  • “Verification activities include document and data review, risk assessment, and recalculation as required.”
  • “A site visit is not required due to the nature of the project, consistent with ISO 14064-3.”
  • “Post-issuance audits, once applicable, are intended to confirm project integrity and non-production, not to re-quantify emissions.”

This aligns with Dillon’s stated verification procedures and justification for no site visit.

Prohibited

  • “Annual emissions verification”
  • “Ongoing verification of emissions quantities”
  • “Continuous assurance”

 

6. Leakage Claims (Interim Constraint)

Approved

  • “Leakage risk is addressed through conservative ex-ante economic modeling.”
  • “Leakage is reflected through issuance adjustment factors applied at quantification.”
  • “Leakage is not empirically measured at the project site.”

Prohibited

  • “Leakage has been verified”
  • “No leakage occurs”
  • “Leakage has been confirmed by the verifier”

The verification proposal does not state that leakage is empirically tested or observed; it is part of the modeled emissions framework and materiality assessment only.

 

7. Permanence & Crediting Period Claims

Approved

  • “The project applies a 400-year crediting period.”
  • “The 25-year period is used solely as a conservative modeling snapshot.”
  • “Permanence is legal and structural, achieved through perpetual non-extraction.”

Prohibited

  • “Permanent climate results”
  • “Guaranteed emissions outcomes”

 

8. Use of Verifier Name (Critical)

Approved

  • “Dillon Consulting Limited has been engaged to conduct ISO 14064-2 verification.”
  • “Verification services are being conducted by an ANAB-accredited verification body.”

Prohibited

  • Use of Dillon’s name in a way that implies:
    • endorsement,
    • completed verification,
    • approval of claims prior to final opinion.

This restriction is explicitly required under the Use of Statements and Marks section of the proposal.

 

9. Governance Rule (Interim)

Until the final ISO 14064-2 verification statement is issued:

  • All external materials must be reviewed against this interim library.
  • Any reference to “verification” must include status language (“in process,” “pending,” “not yet issued”).
  • No shorthand or implied verification is permitted, including in verbal discussions.

Upon issuance of the final verification opinion, this library must be formally retired and replaced with a post-verification version.
